Call for Proposals to Undertake Private Sector Needs Assessment in regards to services to be provided by EABC


The East African Business Council is the apex body of business associations of the Private Sector associations and Corporates from the six East African Countries. It was established to foster the interests of the Private Sector in the integration process of the East African Community.

The EABC has set up a Business Development Unit whose objective is to complement the policy advocacy work with value adding products and services that meet the demand of its customers. The EABC aims at enhancing its’ financial sustainability by charging fees and establishing a regular and constantly growing products and service portfolio.

The aim of the needs assessment is an overall assessment of the current service needs, trends and interests of the private sector (in- and outside the EAC) in order to develop a portfolio of fee based products and services from EABC, that reflect on those needs and add value to it’s members and stakeholders.

In case of submission of hard copies of documents for the bids, the documents should be in one sealed main envelope titled “PRIVATES SECTOR NEEDS ASSESSMENT” but in separate envelopes comprising of technical and financial proposals, to be sent to the address below;

The East African Business Council (EABC) is the umbrella organisation of the Private Sector in East Africa.  Established in 1997, EABC is at the forefront of facilitating private sector participation in the integration process of the East African Community (EAC). The Council invites interested and competent suppliers to submit bids for prequalification for the supply/ provision of goods and services to its offices in Arusha, TANZANIA.


EABC (hereinafter referred as “Procuring Entity”) intends to prequalify applicants for the provision of the following goods and services:-

024 General Consultancy in areas such as Management, Trade, Tax, Non-Tariff Barriers, Business Climate Index

or, deposited at the EABC offices on or before 10th March 2014, 3.30pm.



EABC has received a grant of from the African Capacity Building Foundation (ACBF) towards the Project “Deepening private sector participation in East African’s Economic Integration Process” and intends to apply a portion of the proceeds towards the cost of development of an EABC Database of Businesses in the EAC region that combines CRM functions for EABC staff with search and interactive functions for members and non-members of EABC. The scope of the service shall include but not be limited to the following:

a) Understand organisation requirements, advise on the best solution and demonstrate how the proposed system will meet those requirements; 
b) Provision of the proposed appropriately licensed or licence-free software solutions in the latest tested version;
c) A detailed list of the hardware requirements (excluding prices) and the proposed maintenance/support terms and contract;
d) Advise on any business processes that would need to be redefined to strengthen internal control framework;
e) System setup, testing, data migration and setup of appropriate links with the EABC website and other software such Microsoft office currently in use;
f) Develop training manuals and documentation of systems set-up 
g) Conduct staff training for the users of the system.
h) Participate and demonstrate functionalities of the database at its launch
i) Provide follow-up support and assistance after launch of the database for 1 year.

Help the organisation accomplish its business objectives by bringing a systematic, disciplined approach to evaluate and improve the the effectiveness of risk management, control and governance processes.
Provide an independent assurance to the board through its Finance and Administration committee and management, focusing on reviewing the effectiveness

of governance, risk management and control processes that management has put in place.
Provide advice to management on governance, risks and control issues in order to enhance the effectiveness of the systems of internal controls and to safeguard the organisations assets.
Provide advise to management on possible areas of exposure on tax compliance.

EABC is in the process of developing a Code of Conduct and Ethics for Business in East Africa and will promote it within the business community in the EAC Partner States. The Code shall guide the conduct of the private sector with respect to provision and acquisition of services from one another, and from business facilitating institutions and government agencies.  The Code will incorporate key themes that are internationally recognized as basic principles for responsible global citizenship for any business. EABC will organize training for the Staff of companies that sign up to the Code.

To coordinate these activities including organizing the launch of the code of conduct at EAC level by April 2015, EABC intends to recruit a consultant/expert
