Mr. Jean Baptiste Havugimana works for the East African Community Secretariat (EAC) as Director Productive Sectors. He has more than 20 years of working experience in macroeconomic policy design and analysis, monetary policy design and management, applied (macroeconomic) modeling and forecasting and balance of payments compilation and analysis. He has a Master degree in Macroeconomic Policy Management from University of Tsukuba (2005), Japan and a B.A. in Public Economics from National University of Rwanda (1993). He further attended several professional trainings including Study Centre Gerzensee in Switzerland on monetary studies, Trade and Industry Policy Strategies (TIPS) in South Africa, Macroeconomic Modeling at EcoMod in Washington DC, Macroeconomic Policy Management at IMF, WB, DFID/DRI, Executive Education at Centre for Central Bank Studies (CCBS) of Bank of England and Financial Institutions for Private Enterprises Development (FIPED) of Harvard Kennedy School of Government in Boston and gained a lot of knowledge and skills. Before joining EAC Secretariat, he worked for 8 years at MEFMI as a Macroeconomic Management Programme Manager dealing with capacity building and advisory services in macroeconomic policy design, analysis and management, research methodology and statistics (monetary statistics and inflation); monitoring and analysis of remittances statistics; quarterly GDP projections and natural resources management. He published several articles and papers in this area. Before MEFMI, he worked for the National Bank of Rwanda as Research Team Leader for 12 years and represented the Bank on several national committees in Rwanda and at regional level (Monetary Affairs Committee of EAC)."
