DESCRIPTION:Zanzibar workshop to boost knowledge\, skills on the World Trade Organization’s Trade Facilitation Agreement \nOn 26th – 27th May 2021\, The International Trade Centre (ITC) in partnership with the East African Business Council (EABC) are carrying out a workshop for trade practitioners in Burundi on the World Trade Organization’s Trade Facilitation Agreement (TFA). Organized as part of the European Union-East African Community Market Access Programme (MARKUP)\, the event will take place in Zanzibar. \nAfter successfully holding similar national events in Dar es salaam and Kilimanjaro-Tanzania\, Nairobi and Mombasa-Kenya\, and in Uganda the TFA workshop in Zanzibar – aims to equip The United Republic of Tanzania and\, more broadly\, East African local business-support associations and traders\, with a comprehensive knowledge of the TFA with a view to identify obstacles to cross-border and advocate for their removal. The TFA workshops will also be held in Rwanda & Zanzibar as well. \nThe training has been developed in response to persistent delays and red tape hampering the movement of goods across borders in East Africa. Among the members of the East African Community (EAC)\, inefficient trade procedures and non-tariff barriers represent an obstacle to expanded intra-regional trade and deepened regional integration. DESCRIPTION:The African Economic Research Consortium (AERC) is pleased to invite you to AERC-BMGF – Strengthening Policy Response to the COVID 19 in the EAC Regional Policy Forum that will be held Virtually on May 25-26\, 2021. The virtual forum will be on the theme “COVID-19 in East Africa: Impacts and Mitigation Policies”. \nIn June 2020\, AERC signed a Grant Agreement with the Bill and Melinda Gates Foundation (BMGF) to implement the project “Strengthening East African Community (EAC) Policy and Administrative Response to the COVID-19”. The overarching goal of this project was to produce robust and evidence-based analytical outputs that will be crucial in supporting the coordinated mitigation of COVID-19 pandemic among the EAC Partner States. \nAERC collaborated with the EAC Secretariat\, EABC\, EAHF\, FEAFFA\, SCEA\, KAM\, KEPSA\, BCG \, academia and think tanks within EAC among others to produce analytical reports and policy briefs. These documents shed light on the impact of COVID-19 on strategic areas (such as trade\, technology\, transport and logistics\, health\, gender and education) and macroeconomic indicators within the region and provide practical administrative interventions and policies to mitigate the adverse impacts of the COVID pandemic. \nThe regional policy forum is designed to inform stakeholders of the research findings and create dialogue. The exchange involves an intense two-day discussions among policy makers\, intellectual leaders\, private sector actors\, and civil society based on recently completed AERC/BMGF supported policy-oriented research. SUMMARY:WTO TRADE FACILITATION AGREEMENT (TFA) WORKSHOP
DESCRIPTION:Entered into force in February 2017\, the Trade Facilitation Agreement (TFA) of the World Trade Organization (WTO) aims to remove administrative barriers to cross-border trade\, such as unnecessary customs controls\, excessive data and documents collection\, lack of coordination between border agencies and ineffective rules and procedures. All of these obstacles in import\, export and transit operations affect considerably the cost of trade\, delaying the movement of goods. \nThese costs are extremely expensive for small and medium-sized enterprises (SMEs) because they often lack the capacity to comply with complex regulations and procedural rules for import\, export and transit. The TFA is therefore an important instrument for governments to improve the business climate in which businesses can thrive. Capitalizing on this Agreement will reduce costs\, delays and transaction processes for merchants\, enabling them to internationalize cheaper and faster. While the implementation of the TFA is the primary responsibility of the governments of the WTO Members\, business and trade support institutions nevertheless play a vital role in informing the authorities on how best to implement the Trade Facilitation Agreement in the national context. \nWithin the framework of the EU-EAC Market Access Upgrade Programme (MARKUP)\, the International Trade Centre (ITC) is partnering with the East African Community (EAC)\, the East African Business Council (EABC) to organize a two-day workshop on the TFA for the private sector. \nThe workshop aims to explain to businesses in Rwanda the terms\, potential benefits and practical use of each of the technical measures of this new Agreement. SUMMARY:Continental Forum on the Impact of COVID-19 on Free Movement of Persons in Africa
DESCRIPTION:The year 2020 has been one of the most challenging times to movement of persons in the entire world due tothe corona virus that has endangered the human species. \nIn a bid to curb the rapid spread\, all countries in the world\, took measures to curb the spread of the virus and some of these measures included quarantine and isolation measures\, closure of public spaces\, closure of borders\, airports and instituted measures for only frontline workers and essential services. In some countries\, it necessitated partial and even total lockdown. \nIn practical terms\, this meant the paralysis of most means of transport by air\, sea and land in a bid to curb or at least slow the spread of the virus through cross border interactions. With time\, there has been some progress with some countries re-opening fully while for others\, it’s still on a slow-motion basis. \nIn 2018\, the African Union in implementing its flagship project on free movement of persons in Africa and the African passport\, adopted the Protocol to the Treaty Establishing the African Economic Communities relating to Right of Entry\, Right of Residence and Right of Establishment; as well as adopted the Guidelines on the Production\, and issuance of the African Passport. The Protocol provides for temporary closure of borders and denial of entry to individuals on health and security considerations. Therefore\, the closures and limited access seen on the continent were not in contravention of the Protocol\, but were not without challenges\, which if not addressed could have long lasting implications on the Free Movement Agenda in Africa. \nPURPOSE AND OBJECTIVES OF THE CONTINENTAL FORUM \nThe continental forum on Impact of COVID-19 on Free Movement of Persons in Africa is meant to:\n• Bring all stakeholders (Member States\, RECs\, Partners\, Civil Society\, Private Sector\, youth and common citizens among others) to exchange ideas\, experiences and build synergy on collective efforts to enhance free movement of persons in Africa\, and to do so safely amidst COVID-19;\n• Provide a forum in which Member States and RECs can reflect on the effects of COVID 19 on free movement in their respective countries and regions and ensure measures/guidelines developed for ease of movement of persons and goods/services enhance movement of persons in Africa in safety. \nEXPECTED OUTCOMES \nBy the end of the continental meeting on the Impact of COVID-19 on Free Movement of Persons in Africa the following would have been achieved: \n• An understanding of how Member States and RECs manage free movement during the pandemic (challenges\, opportunities and mechanisms put in place to ensure safety during movement);\n• An understanding of the re-opening processes in different parts and suggestion on how they can be handled better.\nCreate synergies between free movement policies and practice\, in the actual implementation of these normative frameworks and how they affect other relevant sectors such as the continental free trade area\, the private sector and travel for the common citizen whose movement is affected by the pandemic \nEvent Website: Continental Forum on the Impact of COVID-19 on Free Movement of Persons in Africa | African Union (au.int)
