REQUEST FOR QUOTATION (RFQ)

Development of EABC-AfDB Project Subpage under EABC Website

1. Background

The East African Business Council (EABC), with support from the African Development Bank (AfDB) under the project “Accelerating Sustainable and Inclusive Industrialization in the East African Community (EAC)” funded by the Fund for African Private Sector Assistance (FAPA), is implementing targeted interventions to strengthen regional value chains in edible oils, leather, and textiles.

To improve information dissemination, stakeholder engagement, and visibility of the project, EABC seeks to develop a dedicated project subpage under the main EABC website.

2. Objective

The objective of this RFQ is to engage a qualified web developer/firm to design, develop, and deploy a dedicated subpage under the EABC website for the AfDB EAC Industrialization Project. The subpage should:

  • Showcase project objectives, activities, and achievements
  • Provide information on priority value chains (Edible Oils, Leather, Textiles)
  • Support downloads of reports, guidelines, and relevant resources
  • Feature news, events, and stakeholder engagement updates
  • Be visually appealing, user-friendly, and mobile responsive

3. Scope of Work

The selected service provider will be required to:

  1. Review EABC website eabc-online.com and improve design, functionalities and responsiveness
  2. Design and develop a fully functional project subpage integrated under the EABC website
  3. Include sections for:
    • Project overview and objectives
    • Priority value chains (Edible Oils, Leather, Textiles)
    • News, events, and updates
    • Resources and downloadable documents
    • Contact and stakeholder engagement form
  4. Ensure the subpage is:
    • Responsive and optimized for desktop and mobile devices
    • Secure and compliant with web best practices
  5. Integrate with EABC’s content management system (CMS) for easy content updates by EABC staff
  6. Provide training to EABC staff on content updates and basic maintenance
  7. Provide technical support during initial deployment

4. Deliverables

  • Fully functional project subpage under the EABC website
  • CMS integration for easy content management
  • User training and documentation for EABC staff
  • Technical support for up to 14 days post-deployment

5. Qualification Requirements

  • Diploma or Degree in Computer Science, Information Technology, Web Development, or related field
  • Proven experience in developing web pages or subpages, preferably integrated with existing websites (at least 2 similar assignments)
  • Knowledge of relevant programming languages and frameworks (e.g., HTML, CSS, JavaScript, WordPress, React.js)
  • Ability to deliver within the proposed timeline

6. Submission of Quotations

Interested applicants should submit:

Technical Proposal (Maximum 2 pages)

  • Brief description of approach and methodology
  • At least one reference from a similar assignment
  • Annex: Company profile highlighting relevant technical expertise and experience and proof of business registration and tax compliance (for firms) OR CV (for individual consultants)

Financial Proposal / Quotation (Maximum 1 page)

  • (submitted separately and password-protected).

7. Evaluation Criteria

  • Technical approach and methodology: 70%
  • Financial proposal: 30%
