Reports to: Project Coordinator/Executive Director
Duty Station: EABC Secretariat, Arusha, Tanzania

Background

The East African Business Council (EABC) is the regional apex body of private sector associations and corporates from the eight East African countries. Established in 1997, it fosters the interests of the private sector in the integration process of the East African Community (EAC). EABC’s vision is a borderless East Africa for business and investment that delivers social and economic prosperity. Its mission is to advocate for a conducive business environment and promote sustainable private sector-driven growth in the EAC region.

EABC has ‘Observer Status’ in EAC policy formulation and decision-making processes. It is also recognized as a champion of regional private sector interests within the EAC Consultative Dialogue Framework and participates in the EAC-EABC Technical Working Group (TWG) on regional policy priorities impacting the private sector in the EAC.

EABC is implementing several programmes and project in partnership with GIZ, AGRA and The East African Business Council (EABC), in partnership with the African Development Bank (AfDB).

To support the effective implementation EABC activities, programmes and project EABC is seeking to recruit a qualified Procurement Specialist.

1.    Key Duties and Responsibilities

The Procurement Specialist will oversee all procurement activities.

Key responsibilities include:

  • Procurement Oversight: Lead the procurement of goods, services, and consultancy assignments across all project components, ensuring adherence to EABC, GIZ, AAfDB, and FAPA guidelines throughout the procurement cycle.
  • Planning & Coordination: Develop and update the Project Procurement Plan aligned with the approved budget and work plan. Collaborate with the Project Coordinator, Accountant, Technical Staff, and Steering Committee to ensure seamless execution of procurement processes.
  • Consultancy & Service Procurement: Manage the end-to-end procurement of consultants for technical assignments (e.g., market studies, training modules), including ToRs, RFPs, evaluations, contracting, and delivery tracking.
  • Goods & Logistics Procurement: Procure ICT equipment, printed materials, event services, travel logistics, and exhibition materials. Ensure quality, value for money, and proper documentation of all procurement transactions.
  • Contract & Vendor Management: Monitor contract performance, manage vendor records, ensure timely payments and deliveries, and resolve any issues that arise.
  • Compliance, Documentation & Reporting: Maintain accurate procurement records, support internal and external audits, and prepare regular reports. Ensure full compliance with institutional procurement policies and uphold principles of transparency, fairness, competition, and value for money.
  • System Strengthening: Review and implement improvements to the EABC Procurement Manual and systems to align with international best practices.
  • Other Duties: Perform additional tasks as assigned by the Executive Director to support the success of the project and EABC operation

The Procurement Specialist will be based at the EABC Headquarters in Arusha, Tanzania.

3.    Qualifications and Expertise

The Procurement Specialist should possess the following:

  • Education: A Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field.
  • Professional Certifications: Additional qualifications such as CIPS, PMP, or related credentials.
  • Experience: Proven track record in procurement, preferably within development or donor-funded projects.
  • Communication: Excellent written and verbal communication skills, including the ability to prepare reports, negotiate, and present clearly to stakeholders.
  • Regional Knowledge: Familiarity with regional integration issues within the EAC and AfCFTA frameworks is an asset.
  • Donor Experience: Previous experience working with AfDB or similar international development partners is highly desirable.

4.    Eligibility Criteria

Applicants must meet the following minimum requirements:

  • Education: A Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, or a related field.
  • Experience: At least three (3) years of professional experience in procurement, preferably within donor-funded or development projects.
  • Donor Guidelines Knowledge: Familiarity with procurement procedures of the AfDB or similar regional/ international organizations.
  • Communication: Proven ability to communicate clearly in writing and verbally.
  • Language: Fluency in English (written and spoken) is required. Knowledge of French and Kiswahili is an added advantage.
  • Regional Understanding: Knowledge of EAC integration and trade environment.

 

  1. Reporting and Coordination

The Procurement Specialist shall operate with full professional independence, particularly in applying procurement rules and managing procurement processes. While maintaining this independence, the Specialist will report administratively to the EABC Executive Director and provide monthly updates to the Project Implementation Unit to ensure coordination, transparency, and accountability in line with donor and organizational requirements.
