Provision of Tablets and Mobile Phones for Trade Information Booths

1. Background
The East African Business Council (EABC), in partnership with the Tanzania Chamber of Commerce, Industry and Agriculture (TCCIA) and AGRA, is implementing the project titled:
“Promoting Intra-EAC Agri-Food Cross-Border Trade by Addressing Non-Tariff Barriers (NTBs) to Trade.”
The project aims to enhance the participation of women and youth-led agri-food traders and improve cross-border trade in key commodities, Cereals such as maize, maize flour, rice, beans, soybeans, and Horticultural products. Targeted border corridors include:
- Taveta/Holili
- Busia
- Nimule/Elegu
- Serari
- Kibirizi/Kigoma
- Mutukula/Kagera
- Namanga
- Tunduma/Mbeya
To support traders with access to timely and accurate trade-related information, Trade Information Booths will be established at selected border points. These booths will be equipped with digital tools including tablets and mobile phones to facilitate access to trade facilitation tools (e.g., the EAC Simplified Trade Regime – STR), tariff databases, and NTB reporting systems.
2. Objective of the Assignment
EABC invites reputable and qualified suppliers to submit proposals for the supply and delivery of tablets and mobile phones for use at Trade Information Booths located across the project’s target corridors.
3. Scope of Work
The successful supplier will be expected to:
- Supply and deliver 8 tablets and 8 smartphones (one set per trade booth);
- Provide devices with:
- Minimum of 64GB internal storage, 4GB RAM, and 4G LTE connectivity;
- Pre-installed Android OS (latest version) or equivalent;
- Durable casing and screen protectors;
- Preloaded access to key project platforms or links (as directed by EABC);
- Provide warranty (minimum 12 months) and after-sales support.
4. Delivery Timeline and Locations
- Delivery is expected within 15 days from the date of contract signing.
- Devices are to be delivered to EABC offices in Arusha, Tanzania.
5. Proposal Requirements
Interested suppliers must submit:
- Company profile with relevant experience in supplying ICT equipment;
- Detailed technical specifications and brand(s) of proposed devices;
- Financial proposal (price per unit and total cost, inclusive of taxes and delivery);
- Warranty and after-sales support terms;
- Proof of business registration and tax compliance;
6. Submission Details
All proposals and quotations must be submitted via email to: procurement@eabc-online.com with a copy to director@eabc-online.com with the subject line: “Proposal – Supply of Tablets and Phones for Trade Information Booths”
Deadline for submission: 8th May 2025, no later than 5:00 PM EAT.
Late or incomplete proposals will not be considered.
7. Evaluation Criteria
Proposals will be evaluated based on:
- Compliance with technical specifications;
- Price competitiveness and value for money;
- Warranty and after-sales support details;
